Chicago pension funding: Chicago-area public pension funding gap rises 16.7 pct in 2011 - chicagotribune.com:

The Chicago-based Civic Federation said Tuesday the funding gap for 10 Chicago-area public pension systems widened by 16.7 percent to $32 billion in fiscal 2011 from the year, warning of service cuts or tax hikes to bridge the gap.

The civic watchdog group also found that pension funding levels continued to drop, falling to an average actuarial level of 50.8 percent in fiscal 2011 from 80.3 percent in fiscal 2002. A funding level of 80 percent is considered healthy.

The funding level suggests pension systems currently have sufficient resources to meet just over half of their future financial obligations to retirees.

The U6 unemployment rate counts not only people without work seeking full-time employment (the more familiar U-3 rate), but also counts “marginally attached workers and those working part-time for economic reasons.” Note that some of these part-time workers counted as employed by U-3 could be working as little as an hour a week. And the “marginally attached workers” include those who have gotten discouraged and stopped looking, but still want to work. The age considered for this calculation is 16 years and over

There is public Chicago and everywhere else, the parts of the city in which people live, but are rarely acknowledged. This of course is more than city structure. It is the further divide of a city of divisions. The “haves” and the “have nots” does not seem accurate enough. “Chicago is closed” he said, as if this part of the city is only open for a few, as if this part of the city is a store, a box, a secret that is locked away for those who are worthy of knowing it. Every year they ask, “Why do they do this? Good evening. The country tonight is in the midst of what may be the most serious Constitutional crisis in its history. The President has fired the special Watergate prosecutor, Archibald Cox. Because of the President’s action, the attorney general has resigned. Elliott Richardson has quit, saying he cannot carry out Mr. Nixon’s instructions. Richardson’s deputy, William Ruckelshaus, has been fired.

Ruckelshaus refused, in a moment of Constitutional drama, to obey a presidential order to fire the special Watergate prosecutor. And half an hour after the special Watergate prosecutor had been fired, agents of the FBI, acting at the direction of the White House, sealed off the offices of the special prosecutor, the offices of the attorney general and the offices of the deputy attorney general.
